is "HP" = Hewlett Packard or Home P-something or what? If the Start Menu isn't working properly in Safe Mode, try using Winkey+R, "devmgmt.msc". Also the original download links are mostly down and I had to search them for a long time so yeah, this also doubles as a "backup source".
